What drives the rate in Pennsylvania
Pennsylvania carries east-west through-traffic on I-80 and the Pennsylvania Turnpike and north-south volume on I-81 and I-95. The mountain grades on I-80 and I-70/76 are hard on brakes, cooling, and driveline, and winter conditions extend that season considerably. The Harrisburg and Lehigh Valley areas have become major distribution hubs with correspondingly dense shop networks; the northern tier along I-80 has long stretches with limited heavy-duty coverage.
Pennsylvania is one of the states that requires its own periodic safety inspection for commercial vehicles in addition to the federal annual inspection under 49 CFR 396.17. Inspections are performed at state-authorised inspection stations and produce a certificate that must be displayed. Because of this, a large share of Pennsylvania heavy-duty shops are certified inspection stations, and inspection season creates real capacity pressure.
