Can an EGR cooler be cleaned instead of replaced?
A sooted cooler can sometimes be cleaned. A cracked one cannot be repaired reliably. The pressure test tells you which one you have.
Will replacing the cooler fix my coolant loss?
If the cooler was the source, yes. But coolant loss has other causes — head gasket, water pump, hoses, and on some engines liner seals — and a shop should confirm the source rather than assume.
