Out-of-Service: What Puts a Truck Out at Roadside
An out-of-service order stops the truck where it stands until the defect is repaired. The criteria are published, they are specific, and most OOS orders come from a short list of conditions that a driver can check before the scale.

What an OOS order means practically
The vehicle does not move under its own power until the defect is corrected and the order is cleared. Not to the next exit, not to the shop down the road. The repair happens where the truck is, or the truck is towed.
Where the criteria come from
The federal regulations in Part 393 set the equipment requirements. The decision about whether a given defect is severe enough to stop the truck comes from the North American Standard Out-of-Service Criteria, published by the Commercial Vehicle Safety Alliance and updated annually. It is a purchased document, not a free federal publication, which is a genuine barrier for owner-operators and one of the reasons roadside outcomes feel arbitrary when they are not.

The categories that produce most orders
Vehicle maintenance violations are consistently the largest category of roadside violations, and within that, brakes and tires dominate. The pattern is stable year to year:
- Brake system — out of adjustment beyond the limit, defective components, air loss exceeding the permitted rate, inoperative low-pressure warning, or a defective-brake count that crosses the twenty percent threshold
- Tires — tread depth below minimum, exposed cord or belt material, flat or audible air leak, or a tire in contact with another tire or with the vehicle
- Lighting — required lamps inoperative, with the specifics depending on which lamp and whether it is a daylight or nighttime inspection
- Steering — excessive free play, defective or missing components, loose or worn linkage
- Suspension — cracked or broken spring leaves, loose or broken U-bolts, missing or shifted axle positioning parts
- Coupling devices — fifth wheel mounting, locking mechanism, or excessive movement
- Cargo securement — insufficient tiedowns, damaged securement devices, or a shifted load
- Frame and fuel system — cracked frame members, leaking fuel, insecure fuel tank mounting
Air system faults are the ones that surprise people
A truck that builds and holds pressure normally can still be out of service. The low air pressure warning device is required to function, and an inoperative warning buzzer or light is a defect in its own right regardless of the state of the rest of the system. Similarly, an air loss rate that seems tolerable during a shift can exceed the permitted static leakage rate when actually measured. A fault code reporting low pneumatic supply pressure, such as SPN 46 FMI 1, is a strong signal that the truck will not survive a Level I inspection.
The CSA consequence outlasts the repair
Violations recorded at roadside feed the Safety Measurement System and are weighted by severity and by how recently they occurred. An out-of-service violation carries an additional weight on top of the base severity of the underlying violation. The score affects intervention priority, insurance pricing, and shipper qualification, and it decays over a period of months rather than clearing when the truck is fixed.
The cheapest inspection is the one you do yourself
Brake adjustment, tread depth, lamp function, and the low air warning device are all checkable in a walkaround with no tools beyond a tread gauge. That walkaround is also your 396.11 obligation, so it is time you are already required to spend.
If you are placed out of service
- 1Get the inspection report and read exactly which violations are marked out of service. Some violations on the report are citations rather than OOS conditions, and the distinction determines whether you can move.
- 2Do not move the vehicle. Moving a vehicle under an out-of-service order is a separate and substantially more serious violation.
- 3Arrange mobile repair to the truck's location, or a tow if the defect cannot be repaired roadside. Our directory filters for mobile service and towing by city.
- 4Have the repair documented properly. The out-of-service sticker is cleared by the required certification of repair, and the paperwork is what protects you if the violation is later disputed.
- 5Keep the record. A repair you can evidence is the difference between a data-quality challenge that succeeds and one that does not.
